The potential fixture - which has yet to be confirmed - is likely to be played in Scotland.
Rangers director George Taylor is part of a consortium trying to take over at Southend which could be the link between the clubs for friendly plans.
Southend have already confirmed four fixtures for pre-season with "additional matches in the schedule to come".
They play Great Wakering Rovers on Saturday, July 13 then Caney Island on Tuesday, July 16.
The English side will then host Gillingham on Saturday, July 27 before Chelmsford City away on Saturday, August 3.
A Southend announcement on pre-season fixtures - which does not yet include Rangers - states: "Plans for the Shrimpers’ 2024/25 pre-season schedule are well underway, with four friendlies confirmed so far as Kevin Maher prepares for the new Vanarama National League campaign.
"The Blues will begin their pre-season with an opening fixture against last season’s Isuzu FA Vase finalists, Great Wakering Rovers, in a traditional curtain raiser which we’re pleased to have return for the first time since the 21/22 season on Saturday July 13 (3pm KO).
"The visit to Burroughs Park will be quickly followed by a trip to Isthmian League Premier Division side Canvey Island at Park Lane on Tuesday July 16 (7.30pm KO).

"Roots Hall will play host to Sky Bet League Two Gillingham, who make the journey across from Kent on Saturday July 27 (1pm KO), as Maher welcomes newly appointed Gills boss and former Southend academy coach Mark Bonner to south Essex.
"A week before the season begins in earnest on Saturday August 10, Blues will finalise their preparations away to last season’s National League South play-off semi-finalists, Chelmsford City. Kick-off against the Clarets is 3pm on Saturday August 3 at Melbourne Stadium.
"Ticket information for the games will be confirmed at a later date, once all the pre-season fixtures have been announced, with additional matches in the schedule to come."
